The hidden cost of multi-cloud: allocation you can trust

Cost allocation is where most FinOps programs stall. Here's a practical way to make every dollar accountable across Azure and AWS.

Ask any FinOps practitioner where their program stalls, and the answer is almost always the same: allocation. It’s easy to see what you spent. It’s hard to say who it was for — especially when half your estate is in Azure and half in AWS, each with its own tagging model and billing quirks.

Why allocation breaks

  • Two tagging models. Azure resource tags and AWS cost-allocation tags don’t line up, so a single “environment” or “team” dimension rarely spans both clouds cleanly.
  • Unattributable spend. Tax, support, Marketplace, shared services, and region-less usage (CDN, IAM, DNS) never carry a team tag — yet they’re real money.
  • Currency noise. Bills arrive in different currencies. Summing them naively produces numbers nobody can defend.

A model that holds up

The FinOps Foundation frames maturity as crawl → walk → run. For allocation, that looks like:

  1. Normalize first. Convert every line to a single currency and one clean set of dimensions (service, region, team) before you allocate anything.
  2. Make the un-allocatable explicit. Don’t hide tax, support, or “no region” spend — surface it as its own bucket so the totals reconcile and people trust them.
  3. Allocate by tag, then by fair split. Attribute what you can by tag; distribute the rest proportionally so no dollar silently disappears.

The goal isn’t a perfect number. It’s a number your engineers, finance team, and leadership all agree on — because they can see exactly how it was built.
